Minutes of a Public Hearing and City Council Meeting

Present: Mayor Rogers Badgett, Councilmembers Chris Johnson, Steve Boss, Kara Anastasio, Leslee Goldstein, Stellavera Kilcher, all by Zoom as it was impractical to meet in person because of ongoing health concerns of the Council due to the COVID-19 Pandemic.

Mayor Badgett called the meeting to order.

  1. Silence—Three minutes of silence was observed.
  2. Public Comments—None received.
  3. Public Hearing on the Proposed Designation of the 2021 Maharishi Vedic City Urban Renewal Area—No persons presented oral objections, statements, evidence; or filed written objections or statements; or presented other exhibits.
  4. A Resolution to Declare Necessity and Establish an Urban Renewal Area, Pursuant to Section 403.4 of the Code of Iowa and Approve Urban Renewal Plan and Project for the 2021 Maharishi Vedic City Urban Renewal Area—Boss moved, Kilcher seconded, to adopt a resolution entitled “A Resolution to Declare Necessity and Establish an Urban Renewal Area, Pursuant to Section 403.4 of the Code of Iowa and Approve Urban Renewal Plan and Project for the 2021 Maharishi Vedic City Urban Renewal Area,”; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211124A was assigned.
  5. An Ordinance Providing for the Division of Taxes Levied on Taxable Property in the 2021 Maharishi Vedic City Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa
    1. Consider First Reading of an Ordinance Entitled “Ordinance No. 2021-02. An Ordinance Providing for the Division of Taxes Levied on Taxable Property in the 2021 Maharishi Vedic City Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa.” Boss introduced the ordinance. Boss moved, Kilcher seconded, that the ordinance be adopted; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
    2. Consider Suspending the Statutory Rule Requiring an Ordinance to be Considered and Voted on for Passage at Two City Council Meetings and Moving to the Final Consideration. Boss moved, Kilcher seconded, that the statutory rule requiring an ordinance to be considered and voted on for passage at two City Council meetings prior to the meeting at which it is to be finally passed be suspended; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
    3. Final Consideration of an Ordinance Entitled “Ordinance No. 2021-02. An Ordinance Providing for the Division of Taxes Levied on Taxable Property in the 2021 Maharishi Vedic City Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa”—Boss moved, Johnson second, that the ordinance entitled “Ordinance No. 2021-02. An Ordinance Providing for the Division of Taxes Levied on Taxable Property in the 2021 Maharishi Vedic City Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa,” now be put upon its final consideration and adoption; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  6. Resolution Authorizing Internal Advance for Funding of Urban Renewal Project—After discussion and consideration Boss moved, Kilcher seconded, to adopt a resolution entitled “Authorizing Internal Advance for Funding of Urban Renewal Project;” Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211124B was assigned.
  7. Minutes—Goldstein moved, Kilcher seconded, to approve minutes from a meeting held November 10, 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  8. Receipts and Claims—Goldstein moved, Kilcher seconded, to approve the report; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  9. Treasurer’s Report—Anastasio moved, Johnson seconded, to approve the Treasurer’s Report for October 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  10. Committee Reports—
    1. Culture, Recreation and Beautification Committee chair Stellavera Kilcher reported that 130 bulbs were planted in the Brahmasthan garden, post holes for safety signs have been dug, and that the Brahmasthan trail is becoming a popular destination.
    2. Public Safety chair Leslee Goldstein reported she is waiting for the City Attorney to review the building permit.
    3. Development Committee Chair Chris Johnson reported on finances related to the construction of the sewer system.
  11. Permission to Plant on City Property—Anastasio moved, Goldstein seconded, to approve planting grasses on City farmland adjacent to 1752C Maharishi Center Ave.; Ayes: Johnson, Boss, Anastasio, Goldstein; Abstain: Kilcher, Nays: none.
  12. Resolution to Approve City Clerk Employment Contract—Anastasio moved, Goldstein seconded, to adopt a resolution to approve the employment contract with Loraine Przybylski; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211124C was assigned.
  13. Security Cameras—The council discussed incidents of vandalism in the City. Kilcher moved, Goldstein seconded, that the Jefferson County Sheriff be contacted by Kara Anastasio regarding security cameras.
  14. Other Business—Leslee Goldstein reported on need to amend the council procedures manual. Stellavera Kilcher recommended assigning replacement of the welcome sign to the to the Culture, Recreation and Beautification committee.
