Present: Mayor Rogers Badgett, Chris Johnson, Steve Boss, Kara Anastasio, Leslee Goldstein, Stellavera Kilcher, via Zoom as it was impractical to meet in person because of ongoing health concerns of the Council due to the COVID-19 Pandemic and because one Council Member was out of town.

Mayor Badgett called the meeting to order.

  1. Three Minutes of Silence
  2. Public Comments—No public comments were received.
  3. Minutes—Anastasio moved, Boss seconded, to approve minutes from a meeting held October 13, 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  4. Receipts and Claims—Anastasio moved, Boss seconded, to approve the report; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  5. Resolution Terminating the 2013 Maharishi Vedic City Urban Renewal Plan and Ending the 2013 Maharishi Vedic City Urban Renewal Area—After discussion Anastasio moved, Boss seconded, to adopt a resolution terminating the 2013 Maharishi Vedic City Urban Renewal Plan and ending the 2013 Maharishi Vedic City Urban Renewal Area; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211027A was assigned.
  6. An Ordinance Repealing Ordinance No. 2013-02 Providing for the Division of Taxes Levied on Taxable Property in the 2013 Maharishi Vedic City Urban Renewal Area—Steve Boss introduced an ordinance entitled “Ordinance No. 2021-01. An Ordinance Repealing Ordinance No. 2013-02 Providing for the Division of Taxes Levied on Taxable Property in the 2013 Maharishi Vedic City Urban Renewal Area.”
  7. Pursuant to Iowa Code 380.03, Consider Waiving Second and Third Reading to Final Approval, for an Ordinance Repealing Ordinance No. 2013-2 Providing for the Division of Taxes Levied on Taxable Property in the 2013 Maharishi Vedic City Urban Renewal Area—Boss moved, Anastasio seconded, to suspend the statutory rule requiring an ordinance to be considered and voted on for passage at two City Council meetings prior to the meeting at which it is to be finally passed; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Anastasio moved, Boss seconded, that the ordinance entitled “Ordinance No. 2021-01.An Ordinance Repealing Ordinance No. 2013-02 Providing for the Division of Taxes Levied on Taxable Property in the 2013 Maharishi Vedic City Urban Renewal Area,” now be put upon its final consideration and adoption. The mayor put the question of the final consideration and adoption to the council; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. The Mayor declared the motion carried and the ordinance adopted.
  8. Resolution Setting Date for a Public Hearing on Designation of the 2021 Maharishi Vedic City Urban Renewal Area and on Urban Renewal Plan and Projects—Anastasio moved, Boss seconded, to adopt a resolution setting the date for a public hearing for 7:00 PM, November 24, 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211027B was assigned.
  9. Complete Exhibit B Describing & Mapping Blight Conditions for the Urban Renewal Area—The council reviewed Exhibit B of the Urban Renewal Plan, describing blighted areas in the City. Photographs of the blighted areas will be included in Exhibit B.
  10. Resolution to Determine Tax Increment Financing District—Steve Boss presented a map outlining the proposed TIF district. After discussion Boss moved, Anastasio seconded, to adopt a resolution to define the boundaries of the TIF district as shown on the map and to include the district with the new Urban Renewal Plan; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Resolution number 20211027C was assigned.
  11. Committee Reports
    1. Development Committee—Chris Johnson reported on the possible assumption of the sewer infrastructure at the former Pandit Campus, granting subdivision approval, and the need for legal feedback in both issues.
    2. Public Safety and Public Works—Leslee Goldstein reported on recommendations by Noel Insurance about trail safety issues, trail signs and the ICAP Loss Control grant. She reported that building permit points related to Vastu have been approved by Jon Lipman; and that the City Attorney’s feedback on other points in the permit has been requested.
    3. Culture, Recreation and Beautification—Stellavera Kilcher reported on signs needed for Brahmasthan trails. The committee recommends six trailhead signs, and segment and alert signs. She presented a budget of $600 for trailhead and alerts signs.
  12. Consider Resolution to Approve Amendment to the Building Permit—Postponed.
  13. Brahmasthan Trail System Signs—Kilcher moved, Goldstein seconded, to proceed with trailhead and alerts signs pending approval of the wording by Noel Insurance, and input by the council to Stellavera Kilcher after a sample sign is made; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  14. ICAP Grant Use—Anastasio moved, Goldstein seconded, to use the annual ICAP grant of $1,000 to create trail signs; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  15. Committee Assignments—Stellavera Kilcher recommended creating committees focusing on Vedic technologies and City promotion. Mayor Badgett recommended the City Council reflect on this.
  16. Other Business—Leslee Goldstein suggested increasing the number of seats of the City Council. The City Clerk will research procedures.
