Minutes of a City Council Meeting

Mayor Badgett called the meeting to order.

  1. Public Comments—Steve Boss reported a deer was injured on the observatory fencing. Charles Miller asked that a speed limit sign be posted on Airport Road. Leslee Goldstein reported on behalf of Mike Olmstead on surface cracks in the City Hall parking lot.
  2. Minutes—Anastasio moved, Boss seconded, to approve minutes from a meeting held August 25, 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  3. Receipts and Claims—Anastasio moved, Boss seconded, to approve the report as amended; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none. Boss moved, Anastasio seconded, to pay Pilcher Construction $7,545; Ayes: Boss, Anastasio, Goldstein; Nays: Johnson, Kilcher; motion carried. Kent Boyum will contact Jefferson County Board of Supervisors regarding the Mitchell Creek Bridge project status; Jefferson County Roads Department claims for the project remain on hold.
  4. Treasurer’s Report—Anastasio moved, Boss seconded, to approve the report for July 2021; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  5. City Development Committee Report—Steve Boss reported on amending the Urban Renewal Area, the TIF timeline, and Urban Renewal designations and projects. The council discussed TIF projects. Chris Johnson reported on a meeting with Maharishi Foundation and Prairie Villages; where they discussed their activities and plans at the Pandit Campus, the need to analyze road improvements in all developments, integrating Pandit Campus sewer infrastructure, resolving obligations to City, and possible land conveyance to the City.
  6. Solar Report—Dr. Boyum reported on a meeting with Access Energy regarding the solar project.
  7. Sewer Report—Dr. Boyum reported the need to replace two pumps.
  8. City Hall Repairs—The council discussed inside work on the cupola windows and creating a pass-through between two rooms.
  9. Naming Room in City Hall—Anastasio moved, Goldstein seconded, to name a meeting room in City Hall Saraswati Library and Meeting Room, following the wish of Mike and Ann Beth Tinker; Ayes: Johnson, Boss, Anastasio, Goldstein, Kilcher; Nays: none.
  10. Applications for City Clerk Position—Steve Boss reported on applicants.
  11. Request for Subdivision Approval—Postponed.
  12. Consider Changing Times for Regular Meetings—The council discussed holding regular meetings in the evening to encourage more participation. The clerk will survey the community.
  13. Dog Nuisance—The clerk reported on a complaint about a barking dog; she will determine if the dog is within City limits.
  14. Other Business—None.
